Born on the 16th  of December, in 1979, Yerevan. 

1996-2001 - studied and graduated from the Academy of the Ministry of Internal Affairs of RA, 

2001-2002 - Coordinator of Scientific-research Works at the division of Scientific Works of the Academy of Police of RA, 

2002-2009 - Lecturer at the Chair of State and Law Theory and Constitutional Law of the Academy of Police of RA, 

2009-2011 - Head of the Chair of State and Law Theory and Constitutional Law of the Academy of Police of RA, 

2011-2014 - Head of the Chair of State and Law Theory and Constitutional Law of the Law Faculty of the Academy of the Educational Complex of Police of RA, 

13.10.2014-10.10.2018 - Head of Law Faculty of the Academy of the Educational Complex of Police of RA, 

10.10.2018-02.04.2019 – Deputy Head of the Academy of the Educational Complex of Police of RA on educational affairs, 

02.04.2019-31.10.2019 - Deputy Head of the Academy of the Educational Complex of Police of RA, 

31․10․2019 - 16․11․2021 - Head of the Legal Department of Police of RA. 

15.11.2021-17.01.2025 - Head of Police Educational Complex of RA

On 17 January, 2025, by the order of the Minister of the Internal Affairs, he was appointed Acting Rector of the RoA MIA Educational Complex.

2007 Awarded with the degree of PhD of Law, and in 2011 received the scientific title of Associate Professor. 

He was awarded the medal after Mkhitar Gosh and several medals of Police of RA.

Member of acing Professional Council of No. 41 at the Institute of Philosophy, Sociology and Law institute of the National Academy of Sciences, as well as acting professional council of No. 063 of Russian-Armenian University.

Doctoral student of Russian-Armenian University, 

Author of ten educational-methodical and educational-practical handbooks, three manuals, and more than forty scientific articles. 

Married and has three children.
